Symptoms: CTools is intermittently responsive and servers are resetting constantly.

Update 9:49 we have several admins looking at the problem. Still no ETA.

Update 10:30pm have a dba and two programmers as well as sysadmins looking; have not been able to figure it out yet.

Update 11:53pm DBA and programmers are modifying some database tables they believe may correct the problem; IF it is the problem we may be up by 12:30am.

Update 12:29am we believe it to be fixed, but will monitor for several more hours just to be sure.

Update 12:14am We believe the problem was related to Evaluations; Evaulations have been disabled and we tentatively believe the CTools problem to be resolved but are monitoring for a few more minutes.

CTools has been working properly since the fixes last night.
