Symptoms: All application servers in the active CTools cluster became unresponsive around 11:22am. The CTools application was restarted on all of them, and service was initially restored by 11:33am after the first server came back on line. All servers were back on line in the active cluster by 11:44am.

CTools Development and Operations teams continue to investigate the service outage.
